Make sure you have the Window Patterns palette visible. In the little hamburger menu on the Patterns palette, select Import Patterns ... Choose your water surface .pat file, click Open. Go to Edit Fill Pattern and select the water surface pattern. Adjust any settings to your preferences, then click OK.
