Then create the document in a size you intend, fill the background with a color white. Then double click the layer to apply a layer style and choose Pattern Overlay then choose the pattern you want. Then go to File Save As JPEG and take it to print or upload onto the web. To change the pattern color, open the PSD file, double click the design element you want to change the pattern color and apply a layer style color overlay choose your color.
