It was said that it was a self evident, inalienable right, which the people possess; it would never be called in question, &c., while, on the other hand, though it was admitted to be an' inhe rent, existing right, it was contended that it would be well to make positive provision that it should not be infringed by the government -that, sacred and dear as it was, it ought to be accompanied With the imposing force and solemnity of constitutional sanction.
