Much of the discussion about management is sterile verbally. It does not matter whether management is a science or an art. The difference between science and art is a matter of definition more than of substance. It does not matter that a person is born administratively, or acquires administrative ability from experience, what concerns us is the final result. It does not matter whether the administrator is broad or average in culture, as the issue does not begin and end with culture. It does not matter if the administrator is calm or tense, morals are allowed or fierce, heavy in shade or light in blood, loved or hated, all of these are qualities that concern the human being, but they do not concern the object, the administrator. It only matters when it comes to administrative leadership.
