Financing the Future: Long-Term Financial Planning for Local Government

Shayne C. Kavanagh is the Senior Manager for Research in the GFOA Research and Consulting Center. In addition to research and writing on long-term financial planning, Kavanagh consults with governments to develop long-term financial plans. He is also the co-author of Financial Policies: Design and Implementation, numerous articles and book chapters on financial planning and policies, and is the co-editor of Technologies for Government Transformation: ERP Systems and Beyond, which received the Government Research Association's 2006 Award for Most Effective Education. Kavanagh received his MPA degree from Northern Illinois University, where he was the American Society for Public Administration student of the year for his graduating class. Before working for the GFOA, Kavanagh was the Assistant Village Administrator for the Village of Palos Park, Illinois.
