If you have Photoshop or any other program that uses layers you can simply place a texture on top of your photo then change the blending mode of the texture and the opacity if you like to any of the blending modes. If you'd like to remove the texture from certain areas of your photo, add a layer mask to the texture layer and then brush over the area to be removed with a soft black brush.
